Tensions between Azerbaijan and the European Union flared online after Toivo Klaar, the EU Special Representative for the South Caucasus, urged peaceful resolution of territorial disputes in the region.

Klaar specifically condemned threats against Armenia appearing in Azerbaijani media, highlighting the need for “genuine negotiations” and adherence to international norms, in his message on X (formerly Twitter).

However, Aykhan Hajiizade, spokesperson for the Azeri foreign ministry, responded by accusing Klaar of bias. Hajiizade argued that Klaar “sees evil in legitimate discourse” while ignoring Armenian media’s calls to continue the “illegal occupation” of those areas. He further insisted that the villages are not negotiable territory.

This exchange adds to concerns about Azerbaijan’s increasingly confrontational stance towards the West, particularly the EU. Critics point to recent incidents as evidence of potential foreign policy mismanagement. A recent visit by Hikmat Hajiyev, a presidential advisor, to China sparked controversy due to social media gaffes, including misspelling key words, and perceived political missteps, like being photographed next to the Chinese flag during a meeting with a Pakistani envoy. These incidents, coupled with existing allegations of corruption and nepotism within Azerbaijani foreign affairs circles, raise questions about the competence of the country’s diplomatic leadership.

The ramifications of this confrontational approach remain to be seen, but experts warn it could have negative consequences for regional stability and international relations. As Azerbaijan navigates the complex geopolitical landscape of the South Caucasus, a shift towards a more diplomatic and nuanced foreign policy appears increasingly necessary.
